o   Plan Hiver in 2008

§  Goal:shelter 100,000 homeless people from the cold

§  Official mission:

·         Préfets = endowed with that mission by (former) minister Boutin

·         See to it that rescue teams would intensify crusades to meet the homeless

§  Actual action

·         Préfets dispose of weather experts

·         Préfets may carry out plan as soon as there are drastic temperature falls

·         Préfets issue special recommendations and warnings to communes

o   Critical situation in Guadeloupe in the beginning of 2009

§  Circumstances: due to economic crisis 115 gas station managers had closed their gas station as a protest against crisis

§  Action

·         Reason: to put an end to ever increasing social order

·         Actual action: 16 gas stations were requisitioned on February 2^nd 2009 in order to deliver gas

§  Previously sous-préfet of Dunkirk (2005-2008)

§  Appointed in June 2008 "directeur de la défense et de la sécurité civile" under the authority of minister of Domestic Affairs

o   Main missions

§  Coordinated intervention of 8,000 firemen + 1,000 servicemen mobilised in South-Western and Southern France after storm of July 27^th 2008

§  Responsible for taking steps in case of natural weather hazards

§  Chairs COGIC (Centre Opérationnel de Gestion Internationale des Crises = Centre for Management Operations of International Crises= 40 experts)

o   Means avaible /Actions carried out

§  Commands 250.000 sapeurs-pompiers (upper category of firemen)

§  Sent firemen

§  Made firemen clear roads of fallen trees

§  Had firemen help EDF [Public Company providing Electricity in France] restore power

§  Had firemen convey generating sets to hospitals and old people’s homes

§  Made firemen evacuate ageing and belated people

§  Préfet in La Manche department until January 2009

o   Event

§  Time&Place: Uproar in the town of Saint-Lo (La Manche) on January 12^th

§  Action: President Sarkozy on a visit was whistled at by demonstrators as a sign of protest against his policies

o   Consequence:

§  Action: Charbonniaud was transferred

§  Justification: préfet Charbonniaud was alledged not to have assessed appropriately the circumstances according to Minister Alliot-Marie
